JOB TITLE:State Police Master Trooper

FUNCTION OF WORK:

To provide highway traffic, investigative, and support services designed to aid the Office of State Police in fulfilling its objectives.

LEVEL OF WORK:

Advanced Journeyman/quasi supervisory or complex.

SUPERVISION RECEIVED:

General from a State Police Sergeant.

SUPERVISION EXERCISED:

Occasional over State Police Cadet/Probationary Troopers, State Police Troopers First class, and State Police Senior Troopers.

LOCATION OF WORK:

Department of Public Safety and Corrections; Office of State Police; statewide.

JOB DISTINCTIONS:

Differs from State Police Trooper by performance of more Technical law enforcement assignments or functional supervision over subordinates.

Differs from State Police Sergeant by lack of first-line supervisory duties.

EXAMPLES OF WORK:

Traffic Services
Patrols assigned routes and reports to troop headquarters as required.

Enforces motor vehicle laws and the state criminal code.

Gives information and assistance to motorists and other citizens.

Checks models, makes, and license number of passing vehicles to regain stolen vehicles and pick up wanted persons and violators.

Investigates highway accidents.

Keeps bystanders out of danger.

Renders first aid.

Questions witnesses and drivers.

Investigates and prepares narrative reports of conditions and causes of accidents.

Supervises removal of injured to hospitals and supervises removal of vehicles to restore normal traffic flow.

Makes preliminary investigations of any crime or complaint on request of proper authorities; documents findings and enlists further aid if necessary.

Makes arrests and prefers changes.

Searches for, collects, preserves and identifies evidence.

Appears in court as a witness.

Works in conjunction with and assists city and parish law enforcement agencies in situations involving state laws.

Makes safety lectures to the public.

Assists in training State Police Cadets.

Serves as state police representative in an assigned parish.

Participates in and may serve in charge of police groups in the field in situations such as situation requiring concentrated enforcement effort.

Serves as the Public Information Officer in a troop.

Supervises the work of subordinate State Police Cadet/Probationary Troopers, State Police Troopers First Class, and State Police Senior Troopers as assigned by a State Police Sergeant or State Police Lieutenant.

Investigative Services
Serves as investigator in any one of a functional section of the Louisiana State Police, including Intelligence/Investigative Support Center, Internal Affairs, Vehicle Theft, Criminal Intelligence, Criminal Investigations, Narcotics Investigations and D.I.U., and may perform any of the duties listed below.

Investigates violators through surveillance, undercover infiltration, checking background of suspects, developing sources of information, etc. in order to develop information to arrest and prosecute law violators.

Debriefs confidential informants, interrogates suspects and interviews crime victims and witnesses.

Executes legal search and arrest warrants.

Patrols areas utilized by narcotics traffickers and known law violators.

Recruits, develops and supervises confidential informants.

Prepares biweekly and monthly reports, documents all case activities, and prepares other forms and reports as necessary.

Assists other law enforcement agencies in investigations.

Maintains equipment.

Serves as an investigator in the Internal Affairs Division of the Louisiana State Police.

Conducts confidential, in-depth pre-employment back-ground investigations of individuals who have met the preliminary requirements for employment with Louisiana State Police and other offices of Department of Public Safety.

Conducts confidential and sensitive investigations into civil, criminal and/or procedural complaints against any Department of Public Safety employees, including interviewing complainants, interrogating suspects, filing criminal charges and making arrests.

Conducts merit board examinations for uniform personnel promotions.

Prepares various forms, reports and special studies.

Receives auto theft recovery reports from field troopers and files, records, and checks them for accuracy.

Inspects automobile and truck dealerships and salvage yards for proper licensure, permits and records.

Investigates auto and heavy equipment thefts and arrests violators.

Assigns serial numbers to homemade trailers and vehicles.

Checks serial numbers in suspected stolen vehicles.

Inspects and handles complaints of wrecker firms used in the troop area.

Prepares various forms, reports, and special studies.

Supervises the work of subordinate State Police Cadet/Probationary Troopers, State Police Troopers First Class, and State Police Senior Troopers as assigned by a State Police Sergeant or State Police Lieutenant.

Support Services
Serves as the trooper of one of several sections of State Police including Operational Development, Public Affairs, Hazardous Substance Explosive Control, Training and Education/Special Tasks, Support Services, Communications/Radio Maintenance, Vehicle Procurement, Inspectional Services, Protective Services, and may perform any of the duties listed below:

Coordinates the purchasing program in a section of State Police including preparation of requisitions, records maintenance, budget reports, etc.

Instructs or supervises the instruction of classes at the Louisiana State Police Academy and/or provides in-service training. Performs various public relations duties including making speeches, writing press releases, etc.

Prepares various reports, forms and special studies.

Answers correspondence and telephone inquires regarding the State Police.

May coordinate the scheduling and use of classrooms at the Training Academy.

May photograph various assignments and process and develop the film.

May assist in the operation of the State Police boy's Camp including coordinating daily activities and counseling youths.

May recruit applicants for Louisiana State Police.

Responsible for the protection and security of various public officials and their families including the Governor, Lieutenant Governor, Attorney General and visiting dignitaries.

Patrols the Governor's Mansion and screens mail and visitors.

Provides transportation or arranges for the transportation of the Governor, Lieutenant governor, or Attorney General.

Plans and provides security for the Governor, Lieutenant governor, or Attorney General on all trips.

Monitors electronic surveillance equipment.

Supervises inmates who work at the Governor's Mansion.

Responds to hazardous materials accidents and assists in coordinating activities at the site.

Investigates hazardous materials violations.

Trains emergency response personnel and industry personnel statewide on emergency response procedures and hazardous materials rules and regulations.

Maintains equipment.

Prepares various reports, forms and special reports.

Supervises the work of subordinate State Police Cadet/Probationary Troopers, State Police Troopers First Class, and State Police Senior Troopers as assigned by a State Police Sergeant or State Police Lieutenant.

MINIMUM QUALIFICATIONS:

Eighteen months of experience as a Louisiana State Police Officer.
